Singapore Transit Guide: Layover Rules, VFTF and Changi Tips

Singapore transit guide: an airplane and an indoor waterfall

Got a layover at Singapore's Changi Airport? Lucky you. Changi is one of the best airports in the world to be stuck in, with gardens, a cinema, nap areas, and Jewel's giant indoor waterfall. With enough time and the right documents, you can even leave the airport and see the city. This Singapore transit guide explains the transit rules, who can use the Visa-Free Transit Facility (VFTF), how to get around Changi, and the best things to do during your layover.

Entry and transit rules can change. Always check the latest requirements for your passport on the official website of Singapore's Immigration and Checkpoints Authority (ICA) and confirm transfer arrangements with your airline.

Transiting Through Changi Without Entering Singapore

If you stay in the transit (airside) area, you do not pass through immigration, and most travelers do not need a Singapore visa for that. This works best when:

  • You have a confirmed onward flight from Changi.
  • You already have your onward boarding pass, or can collect it at a transfer desk in the transit area.
  • Your bags are checked through to your final destination.

In that case, you simply follow the transfer signs, pass security screening for your next flight at the gate, and enjoy the airport facilities in the meantime.

When You Need to Clear Immigration

You will have to enter Singapore, and meet its entry requirements, if:

  • Your flights are on separate tickets, or on airlines without a transfer agreement, so you must collect and re-check your luggage.
  • Your airline cannot issue your onward boarding pass in the transit area, which is common with some low-cost carriers.
  • You want to leave the airport to see the city or visit Jewel, which is in the public area.

If your nationality needs a visa for Singapore, you will need either a visa or eligibility for the VFTF in these situations.

Who Can Use the Visa-Free Transit Facility?

The VFTF lets certain nationalities who normally need a visa enter Singapore for up to 96 hours while transiting to or from a third country. It currently applies to citizens of India and some other countries named by ICA, including several former Soviet states. Chinese citizens are now generally visa-exempt for short visits, so most no longer need the VFTF. To qualify, you typically need:

  • A confirmed onward ticket to a third country, departing within 96 hours.
  • A valid visa or long-term pass from Australia, Canada, Germany, Japan, New Zealand, Switzerland, the United Kingdom, or the United States, valid for at least one month from your arrival in Singapore. A single-entry visa that you have already used qualifies only if you are returning to the country that issued it.
  • To arrive and depart by air, with the onward journey on a different flight from the one you arrived on.

Entry is always at the discretion of the immigration officer. Carry printed or easily accessible copies of your visa and onward booking, and check the current list of eligible nationalities and conditions on the ICA website before you fly.

Changi Airport Layover Logistics

Moving Between Terminals

Terminals 1, 2, and 3 are linked by the free Skytrain, in both the transit and public areas, and by walkways with travelators. Terminal 4 is connected by a free shuttle bus. Allow extra time if your next flight leaves from Terminal 4.

Luggage Storage

Left baggage services are available in the public areas of the terminals, so you can explore without carrying your bags. Some airlines also offer early check-in, letting you drop your bags hours before departure. Check with your airline.

Rest and Showers

  • Transit hotel: Aerotel in Terminal 1's transit area offers rooms by the block of hours, with a rooftop pool. You can stay without passing through immigration.
  • YotelAir at Jewel: Cabins bookable by the hour, but Jewel is in the public area, so you must clear immigration to stay there.
  • Lounges: Pay-per-use lounges in each terminal offer food, showers, and quiet seating.
  • Free rest areas: Snooze lounges with reclining chairs are found in the transit areas.

Charging and Wi-Fi

Changi has free Wi-Fi and plenty of charging points near gates and seating areas. For uninterrupted data, especially if you leave the airport, set up an eSIM before you fly.

Things to Do at Changi Airport During a Layover

  • Butterfly Garden (Terminal 3): A tropical garden in the transit area with hundreds of butterflies and a waterfall. Free.
  • Free movie theater (Terminal 3): Recline and watch a film in the transit area. Set an alarm if your connection is tight.
  • Gardens and art: Explore the themed gardens and art installations around the terminals.
  • Jewel Changi: See the Rain Vortex, the world's tallest indoor waterfall, and walk through the Forest Valley. Jewel is in the public area, so you need to be able to enter Singapore.
  • Shopping and food: Duty-free shops and food courts serve local favorites such as laksa and chicken rice.

Leaving the Airport on a Long Layover

With at least six hours between flights and the right to enter Singapore, you can head into the city. The MRT reaches the city center in about 30 to 45 minutes, and taxis and Grab take around 20 to 30 minutes, traffic permitting. Good options for a short visit include Marina Bay and Gardens by the Bay, Chinatown and Maxwell Food Centre, and the riverside quays.

Changi has offered a Free Singapore Tour for eligible transit passengers with longer layovers. Check the Changi Airport website to see whether it is running and what the requirements are before you plan around it.

Make sure you return to the airport at least two to three hours before your onward flight to clear immigration and security. Before you leave the airport, complete the SG Arrival Card online.
